Deregulation may provide a counterweight as the U.S. economy faces rising trade barriers and policy uncertainty. Early moves by the Trump administration in its second term, especially around tariffs, unsettled markets and dampened growth expectations. However, the policy agenda seems to be shifting. Frustrated by initial growth-damaging measures, investors may find relief as more pro-growth initiatives emerge.

Deregulation may counter the rising trade barriers and policy uncertainty facing the U.S. economy. Early actions by the Trump administration in its second term have unsettled markets and dampened growth expectations, but a shift towards pro-growth initiatives is emerging. Deregulation played a significant role in Trump’s first term, curbing regulatory costs and delivering an estimated $1.5 trillion boost to the economy. A renewed push, especially if paired with tax cuts, could restore business confidence.

The Congressional Review Act (CRA) allows Congress to overturn recently finalized regulations. Importantly, it provides insight into the administration's priorities, giving market participants a guide of what sectors may be most affected by deregulatory efforts. Key sectors likely to benefit include traditional energy, industrials, and financials, while healthcare and environmental sectors may face challenges due to potential regulation rollbacks.

Small-cap companies are expected to gain more from deregulation than large-cap firms, as they demonstrate greater sensitivity to regulatory changes and higher relative margin improvements. Despite recent declines in business sentiment, smaller firms remain hopeful about the deregulatory agenda.

While uncertainty remains, the focus on deregulation may drive growth in select areas, particularly energy and financials, and provide a broad tailwind for U.S. economic activity in the second half of 2025.
